Photo School Bus Stop Arm Violations

These violations are enforced through photo equipment and are different from other traffic violations as they have no impact on driving records.  As of July 1, 2024, if a second or subsequent offense is obtained within the same jurisdiction, a notice will be sent to the insurance carrier of the vehicle.

  • Payment of this civil penalty will not become part of a person's driving record and will not result in a criminal conviction.  Effective July 1, 2024, the first offense within the same jurisdiction is not used by insurance companies in calculating motor vehicle insurance premiums, however, any second or subsequent violation in the same jurisdiction shall result in a notification to the insurance carrier of the vehicle cited.
  • Notice of violation is mailed to the registered owner of the vehicle that allegedly failed to stop before reaching or overtaking a school bus while the visual signals were in operation.
  • Penalty for violations that occurred prior to July 1, 2018: $300 for first offense, $750 for second offense, $1,000 for each subsequent offense.
  • Penalty for violations that occur between  July 1, 2018 and June 30, 2024: $250 for each offense.  
  • Penalty for violations that occur on or after July 1, 2024: $1,000 for each offense.  Second or subsequent offenses within the same jurisdiction will result in notification of the offense to the insurance carrier of the vehicle.   

Unpaid violations will be referred to the Department of Revenue Motor Vehicle Division in order for a hold to be placed on the vehicle's registration.  If a hold is placed on your registration, you must pay the violation in full before the hold will be lifted.

The violation number and PIN shown on your violation notice are required to access the online system where you may:

  • Pay the penalty
  • View video evidence of the violation
  • File an Affidavit of Non-Responsibility identifying the driver who was operating the vehicle at the time of the violation
  • Notify the Court that the vehicle was stolen prior to the violation
  • Notify the Court that you were not the registered owner at the time of violation
  • Dispute your violation.  A court date will be scheduled which requires your appearance.

Penalties may be paid in person. 

You may dispute the violation by completing an Affidavit of Non-Responsibility or Notice of Appeal (PDF).  The affidavit will allow you to:

  • Identify the driver who was operating the vehicle at the time of the violation
  • Notify the Court that the vehicle was stolen prior to the violation
  • Notify the Court that you were not the registered owner at the time of the violation
  • Dispute the violation. A court date will be scheduled which requires your appearance.
