"Every person, whether owner, tenant, agent, or employee owning, holding, or occupying property in the city shall, at all times, maintain the property, whether a vacant lot or otherwise, in a clean and sanitary condition."

Yes, but first someone whose name is on the lease must sign an authorization to enter form so the residence can be inspected by a Code Enforcement officer.
If there are residential/housing code violations in the report the landlord will be granted 60 days to make the necessary repairs. If the violation constitutes an immediate health or safety issue a 72 hour compliance order can be issued.
