Cobb County Comprehensive Transportation Plan

Cobb County and its six partnercities have launched acomprehensive planning study oftransportation needs andchallenges. Beginning with areview of existing conditions andprojected future demands, thestudy team will also assess land useand transportation relationshipsthroughout the county.The study willinvestigate alternative ways to ensurethe efficient movement of people andgoods over the next twenty-five years.

Comprehensive Plan

City staff completed the Marietta Comprehensive Plan in 2005. The plan was approved by the DCA and the ARC and subsequently adopted by the Marietta City Council on March 8, 2006. Bound hard copies of the plan may be purchased at the Planning Department for $25, CDs may be purchased for $10. The City plans on annually updating the Comprehensive Plan.

Multi-Use Trails

The City of Marietta is very dedicated to providing a well-connected trail system through the City. The trail network will connect various neighborhoods to the downtown, employment centers, as well as to the Silver Comet trail in Cobb County. There are five segments currently planned. These segments of the trail include: the North Segment, the Intown Segment, the South Segment, the University Segment, and the Powder Springs Segment. The current status of the five segments is as follows:

  • North Segment- ArCadis was chosen as the project consultant. The segment is in the preliminary engineering phase.
  • Intown Segment- ArCadis was chosen as the project consultant. The segment is in the preliminary engineering phase.
  • South Segment- WK Dickson was chosen as the project consultant. The plans have been completed, and the right-of-way plans and environmental documents are currently under review for approval by the Georgia Department of Transportation.
  • University Segment- WK Dickson was chosen as the project consultant. The segment is about to enter the preliminary engineering phase.
  • Powder Springs Segment- A consultant for this segment will be chosen in July 2006.

Kennestone Area Land Use & Transportation Study

This Study was a joint venture between Kennestone Hospital and the City, as both parties have considerable interest in land use and transportation decisions made in the area. Kennestone Hospital contributed $80,000 to the study, and the City contributed the remaining $18,500. The City handled all the project management with the consultant, the Sizemore Group, on this project. The study area encompasses the area directly around the hospital. The study analyzed land use, zoning, and transportation issues in the study area. The study was approved and adopted by City Council on December 13, 2006.

LCI (Livable Centers Initiative)

The Livable Centers Initiative (LCI) is a program offered by the Atlanta Regional Commission that encourages local jurisdictions to plan and implement strategies that link transportation improvements with land use development strategies to create sustainable, livable communities consistent with regional development policies. Planning grants are awarded on a competitive basis to local governments and non-profit organizations to prepare plans for the enhancement of existing centers and corridors, taking advantage of the infrastructure and private investments committed in these communities and achieving more balanced regional development, reducing vehicle miles traveled and improving air quality.

The City of Marietta has completed two LCI studies to date: the Envision Marietta Downtown Master Plan and the Delk TOD LCI Study.

Envision Marietta LCI
The ARC designated the City of Marietta as a regional activity center and awarded funds for the completion of an LCI Master Plan covering the city's downtown core. The consultant team assisted the City of Marietta in preparing a plan for the central business area and its surrounding neighborhoods.

The master plan is intended to:

  • identify the strengths, weaknesses, and opportunities of the study area;
  • develop a common vision for the city;
  • build upon the goals of the City of Marietta Comprehensive Plan;
  • develop specific policy recommendations;
  • identify specific implementation strategies and organizational support structures;
  • position the city for future improvement project funding; and
  • provide a framework for the successful, ongoing implementation of
    desired land use and transportation goals.

Overall, the master plan documents the strategic planning process, sets priorities for public and private actions, and serves as a practical reference guide during future plan implementation. The plan was completed in 2001, and since that date many of the recommended projects and ordinances have already been completed by the City.

Envision Marietta Study

Delk TOD LCI Study Plan
This Report will detail the purpose of the study, the methodology used to complete the analysis, the recommendations created by the BBP Team as a result of input from the community and the results of the analysis. This Report is organized as follows:

  • A description of the Livable Centers Initiative (LCI) Program and how it relates to this study.
  • The purpose of the study & the methodology used.
  • The public participation process - This section will detail how the public participation process was conducted and the vision and goals that were created by the community.
  • Market & Financial Feasibility - This section will test the recommendations created as a result of the public participation process and the research and analysis conducted
  • Community Design & Land Use - This section will design the land use patterns to match the community recommendations and the projects that were determined to be feasibility; further this section will provide a detailed concept plan for the project area immediately
    surrounding the proposed Bus Rapid Transit (BRT) station.
  • Transportation & Infrastructure - This section will provide recommendations to aid in traffic demand reduction for both current traffic issues and future issues that will arise as a result of the BRT station once implemented.
  • Zoning & Land Use Policies - This section will analyze current City and County policies and provide recommendations for necessary changes to ensure the new land use patterns proposed in the Community Design & Land Use section successful.

Roswell Streetscape Project

The Envision Marietta Downtown Master Plan outlines the vision for the downtown area with corresponding projects and actions to help achieve that vision. The plan called for streetscaping on roads to increase pedestrian safety and activity, calm traffic, help air regional air quality issues, and create an attractive sense of place. The plan recommends Roswell Street as one of the primary roads needing streetscaping, as it is a main gateway into the city center. The City has received LCI implementation funds to complete this project. PBS&J was chosen as the consultant on this project. Design has been completed for the streetscape project that runs from approximately the Square to Street. The project includes wide brick sidewalks, street lighting, street trees, and a few pocket parks.

The City BLW has determined that they will put the power lines underground for this segment, therefore we must coordinate with them to ensure efficient timely completion of construction.

 

Powder Springs Street Master Plan

The Powder Springs Street Master Plan was a joint project by the City of Marietta and the Marietta Housing Authority completed in 2002. The recommendations of the study cover four basic elements; land use, transportation, urban design, and economics.
