Unfortunately, there is no single definition of a shovel-ready site. There are varying degrees of "readiness." All sites featured on this website as shovel ready have recently undergone due diligence by the MRC or private partners allowing the MRC to market sites as shovel ready or almost shovel ready. Information discovered in the due diligence phase is available for timely review including location details, property ownership and real estate status, sales pricing and terms, zoning and existing and future surrounding land use, parcel(s) size, shape and configuration, availability and location of utilities including electric, Water Wastewater, Telecommunication, Natural Gas. In many cases sites have undergone, Phase I environment audits, Geo-technical studies, Topographical analysis. Also, engineered site development plan, information on pricing, demographic profile (population, growth rates, education levels, etc.), and workforce (quantity/quality of available skills) information is available.
Level of Site Readiness
Readiness is ultimately defined by prospective companies as the time required to obtain occupancy in a building on a site. The MRC classifies sites as
- Shovel ready - Developed site ready for building construction
- Lots defined and graded
- Roads and utilities in place with service to lots
- Some permits secured and covenants defined
- Shovel Ready- Undeveloped site
- Ownership/title cleared and ready for sale
- Surveys/studies completed
- Permitting agencies poised for approvals
