The Center City Perimeter Tax Allocation District was established in 2005 to
assist in the city’s efforts to rebuild in-town neighborhoods, making Marietta a
more enjoyable place to live, work and play. The 244-acre TAD was created to
support the redevelopment of Wynhaven Apartments on Powders Springs Street and
the construction of a 40,000 sq ft Class-A office building near Polk Street. The
boundaries of the TAD incorporate underutilized residential and commercial
property along the North Fairground and Powder Springs Road corridors as well as
the residential neighborhood surrounding the former Lyman Homes public housing
project.
Like the CCSR TAD, the Perimeter TAD will provide the stimulus for development of new retail and service businesses in an underserved area. Due to the geographic relationship between the districts, the initiatives underway in the CCSR TAD will support redevelopment in the Perimeter TAD. Both TADs will provide project funding and support for implementation of components of the Powder Springs Corridor Master Plan.
- Established in 2004 to support the redevelopment along the Powders Springs Street and Allgood Road Corridors as well as the construction of a 40,000 sq ft Class - A office building near Downtown.
- Projects identified and or supported include the Atlanta Northern Traction Co. Building, Montgomery Park subdivision and First Landmark Bank branch and represent approximately $30 million in planned investment.
PROGRESS Construction of the Atlanta Northern Traction Co. building is now underway and all approvals have been gained for the development of a single family residential neighborhood in the CCP TAD. Wynhaven Apartments continues to be an area of interest for the City’s redevelopment efforts.
- As of FY2009, the CCP TAD has shown minimal growth of 13 percent above the base assessment value since the district was certified in 2005.
- CCP TAD redevelopment projects have just entered implementation phases, and changes in values may be contributed to natural growth and in some cases depreciation of real estate values in the district.
REDEVELOPMENT OPPORTUNITIES & RESOURCES Additional redevelopment projects within the 244-acre district may include commercial and mixed used development of substandard residential and underutilized commercial property. ON THE HORIZON
In support of private investment and revitalization efforts for areas within the CCP TAD, the City is expected to begin construction on streetscape and road improvements within the Redevelopment Area in 2010. Streetscape improvements are currently underway at the southern end of Powder Springs Street.

Mechanisms The Marietta Redevelopment Corporation seeks to facilitate redevelopment through partnerships and community development finance strategies. The MRC redevelopment strategy relies on access to revolving acquisitions funds, Community Development Block grants, tax exempt bond financing and tax credits.
